There is no Pay 2 Win, no Vote 2 Win, and the only rule is that using hacked clients or abusing any feature not intended by Mojang that provides players with an unfair advantage is not allowed and will get you banned permanently. The server is run off of good hardware and there is rarely any lag.

The Scandify SMP server was released in the middle of May 2023 and has JUST updated to 1.20, so everything is extremely fresh still with world-borders being expanded by more than double for the new generation. The server is hosted in Germany with some very costly hardware so there won’t be any downtime and connectivity should be good wherever you are in the world.
